Superintendent tops Wilton public school earners

With a $202,483 salary, representing a $3,483 increase over the previous year, Superintendent Kevin Smith is Wilton Public Schools’ top paid administrator of 2015-16.

The second highest-paid administrator slot is tied between Assistant Superintendent Charles Smith and Assistant Superintendent of Special Services Ann Paul, both of whom have seen salary increases from $185,000 last year to $188,238 this year.

The following seven administrators make up the remainder of the top 10 list of highest-paid salaries in the school district:

Wilton High School Principal Robert O’Donnell: $170,516— a $4,276 increase from last year.

Middlebrook Principal Maria Coleman: $162,887 — a $4,482 increase from last year.

Cider Mill Principal Jennifer Mitchell: $160,603 — a $3,819 increase from last year.

Human Resource and General Administration Director Susan Paley: $157,713 — a $2,713 increase from last year.

Financial Director Ken Post: $157,373 — a $2,707 increase from last year.

Associate Wilton High School Principal Richard Sanzo: $151,534 — a $4,139 increase from last year.

Associate Wilton High School Principal Linda Lyall: $146,224 — a $2,672 increase from last year.

According to Post, the school district unions are comprised of approximately:

  • 23 administrators and supervisors.
  • 275 teachers.
  • 140 secretaries, clerks and aides.
  • 42 custodians.

Administrator salaries

There is a salary range starting at 90% of the maximum salary range for administrators and supervisors, according to the Wilton Administrators and Supervisors Association contract, which expires June 30 of this year.

Administrators are contracted to either a 205-day or 12-month work year.

The special services director, assistant director of special services and technology director each get a $250 travel allowance per month, according to the contract.

Newly hired administrators are to be placed within the district’s set salary range, according to the contract. From there, administrators are to advance within the range and meet maximum salary by the beginning of the fifth year, as follows:

  • 92.5% of the maximum in the second year of employment.
  • 95% of the maximum in the third year.
  • 97.5% of the maximum in the fourth year.

According to the contract, the Board of Education has the right to advance administrators through the range more quickly.

The maximum salaries for each administrative and supervisor position during the 2015-16 year are as follows:

  • High school principal: $173,545.
  • Middle school principal: $166,181.
  • Elementary school principal: $164,906.
  • Associate high school principal: $153,576.
  • Assistant high school principal: $147,818.
  • Technology director: $146,799.
  • Middle school dean (12-month contract): $144,758.
  • Assistant elementary school principal: $135,909.
  • Special education director: $166,692.
  • Assistant special education director: $146,289.
  • Athletic director: $124,810.
  • Middle school dean (205-day contract): $124,810.
  • Assistant elementary school principal (205-day contract): $124,810.
  • Preschool director: $142,718.

In addition, administrators with either a Ph.D. or Ed.D. receive an annual $1,000 stipend, according to the contract.

Teachers

According to Wilton’s teacher contract, which expires June 30, 2017, teachers are required to work a minimum of eight hours a day during a “normal work year” of 187 days.

Wilton teachers could earn between $47,240 and $116,335 during the 2015-16 year, depending on their education level and number of years working for the district.

For each additional year of work, a teacher receives a new level of base pay. The Wilton School District has a maximum of eight steps for those with a bachelor’s degree, 12 steps for a master’s and up to 14 steps for Sixth-Year certificates and doctoral degrees. The salary schedule begins at Step 2.

  • A second-step teacher with a bachelor’s degree earned $47,240, while a ninth-step teacher with the same degree earned $69,147.
  • A second-step teacher with a master’s degree earned $52,495, while a 13th-step teacher with the same degree earned $94,197.
  • A second-step teacher with a Sixth Year earned $56,580, while a 15th-step teacher with the same degree earned $107,738.
  • A second-step teacher with a Ph.D. earned $62,260, while a 15th-step teacher with the same degree earned $116,335.

Teachers are also able to earn higher salaries as they earn additional graduate credits or advanced degrees.

Secretaries, clerks, aides

According to the secretaries, clerks and aides contract, which expires June 30, 2017, these district employees are paid hourly wages for either 52-week or 183- to 185-day work years.

On July 1, 2015, a uniform general wage increase of 2.85% went into effect for “current” secretaries, clerks and aides in the district.

The hourly wages for secretaries, clerks and aides in the district depend on the cluster their positions fall under:

  • Cluster A: Campus supervisors, general clerical aides, receptionists, and bus aides: $21.60 to $26.14.
  • Cluster B: Paraprofessionals, audiovisual assistants, library assistants, lab technicians, and Wilton High School copy center assistants: $21.91 to $26.60.
  • Cluster C: School, activities, guidance, athletics, special education, attendance and business office secretaries and college and career center assistants: $25.24 to $31.25.
  • Cluster D: Wilton High School audiovisual production technicians: $33.89.
  • Cluster E: Executive secretaries: $28.08 to $35.29.
  • Cluster F: Bookkeepers and Wilton High School registrar: $29.18 to $37.09.
  • Cluster G: Administrative assistants: $38.27.

Custodians

The Wilton Custodians’ Union contract, which expires June 30, 2017, shows an hourly rate for custodians of $20.32 to $23.96, with a general wage increase of 2.25% during the 2015-16 year. The hourly rate for head custodian is $28.42 and the rate for maintenance staff is $29.49.

Custodians’ hourly wages are based on steps, which begin at 5 and end at 8, while lead custodian, head custodian and maintenance wages are based on school year.

According to the contract, “custodians may be entitled … to adjustment in step level and retroactive wage payments based upon their hire dates.” However, step advancement will be eliminated July 1 of this year.

Inexperienced custodians hired before July 1 will receive the lowest step during the year of hire, according to the contract, and “new employees may be credited … with up to three-fourths of their prior experience (rounded to the highest year) and be placed on the step the lowest paid custodian is on with similar Wilton experience.”

Those hired on or after July 1 will be paid at a rate “not less than 90% of the applicable rate for the first year of employment,” 95% of the applicable rate for the second year, and be paid at a full-time rate for the third year.

The contract notes that the Board of Education has the discretion to “pay higher than this based upon experience, but will not exceed the amount the lowest paid current custodian is on with similar experience.”

According to the contract, the lead custodian position, which receives an hourly rate of $27.14, has been “eliminated” by the Board of Education and will “cease to exist in the salary schedule” when the employee currently in the position “ceases to be employed by the board.”

Employees who do not use sick, personal business, serious illness in the immediate family, and bereavement leave days during an entire school year receive a “perfect attendance” bonus of $500, and those who use fewer than three leave days receive a bonus of $250.
